What are the current standards for American and State flags? I drove past San Jose's HP Pavillion this morning and realized that the US and CA flags flying out there were horribly faded. When I was a kid we put up and took down the flag every day outside the schools. Is that no longer done? What are the new accepted etiquette standards for US and State flags?

Is this proper American flag etiquette? I was at a recent event in an auditorium where approximately 30 international flags, a state flag, and the American flag were displayed. The international flags were displayed towards the rear of the stage and were hung from wires.
