American State Flags

yesterday i saw 5 american flags and 2-3 colorado state flags at half staff why where they flown like that?

but on others i saw they were flown at full staff.

1. Yesterday President Obama issued a directive that flags be flown at half-mast to honor the memory of those murdered at the military base in Texas. I believe that they are to remain at half-mast until some time next week.
2. if they can be at half, then they are at half. its for the massacre at usaf academy the other day.
